Salisbury Historic District Commission Meeting: Salisbury Town Hall 8:30 am Present, Digby Brown, Jane B. Fitting, Elyse Harney and Carol Mason

Minutes of Oct.3, 2017 Meeting were approved: J Burgess made motion and D Brown second all in favor.
The November meeting was cancelled.
A discussion on the completion of the Map of Historic properties followed. Since the Fourth Amendment to the HDC had not been officially approved at a Town Meeting, properties that have the H designation on their Assessor's cards and are listed in CT Historic Properties have a technical flaw in their designation. Curtis Rand, First Selectman, has taken a copy of all Town Minutes relating to HDC and will consult with the town attorney. If necessary this can be brought up at the next town Meeting the week of Dec 18th. If brought to a favorable vote at that meeting, we can proceed with the map.

Carol Mason will copy the file for the Landon House at Hotchkiss so that a copy may be presented to John Tuke.

Also, Carol will send out a Seasons Greeting Card to all HD property owners and will encourage anyone interested in the work of the Commission to be in touch.

E Harney will send email to Curtis Rand requesting that Carol Mason be appointed a member of the HDC. He will bring this up for approval at next Selectman's meeting.

Discussion of increasing awareness of HD designation for Building and Zoning applications. EH will send email to both new Bldg Inspector and N Brusie for Zoning requesting they add a line to their applications as follows: 11 Is this property in the Historic District? If Yes, than the approval is needed to proceed."

There being no further business, the meeting was adjourned at 9:45. D Brown made motion to adjourn, J Burgess second, all in favor.

Salisbury  Historic  district Commission  Meeting: Salisbury town Hall 8:30 am

Present : Tom Callahan, Digby Brown, Jane b. Fitting, Elyse Harney and Carol Mason

Tom Callahan moved to accept minutes of previous meeting: D.Brown Second, all in favor .
Re: Application for solar Panels on Main House and rear Office 50 Main St. Salisbury

Members of the commission : D Brown, T. Callahan and E. Harney met with contractor, Tom Carberry and solar contractor, John McLennan, Jr. at the Newcomb property to discuss the installation of solar panels  on 9/18/17  at 8 am.

After John explained the placement of the solar panels on the main house it was determined that it was not acceptable to have the panels visible from the road. The recommendation was made to install the panels on the back of the house where they would not be visible from the road.   Mr. Mclellan was going to propose a modification to the owners and present a new application for the main house

If the owners wish to proceed on the application for panels on the office building, a public meeting will be scheduled to finalize that applicat ion.

Elyse Harney will send a letter to the owners, Mr. and Mrs. Jonathan Newcomb, to that affect.

Update on Historic Maps:   Carol Mason has been speaking to  Matt Kiefer about the questionable  Proposed Fourth Amendment  to  the Historic District.   E. Harney will question First Selectman regarding advice  from  the  Attorney  for  the  town.   Properties  listed  in  the  Fourth  amendment  are  listed  by the State of  CT as Historic.   Matt  will provide  a packet from the Minutes  of the town.

T.Callahan made a motion to adjourn; D Brown second. Meeting was adjourned at 9 am. The next scheduled meeting will be Nov. 7, 8: 30 am at Salisbury town Hall

Salisbury Historic District Commission Meeting , Salisbury Town Hall 8:30 am

Present: Digby Brown, Tom Callahan, Jane Burgess, Carol Mason, Elyse Harney

Tom Callahan moved the minutes of the Special Meeting held on August 25th 2017 be approved.   D. Brown 2nd all in favor.

Discussion of applicationfor solar panel installation on both the main house and the office at 50 main St. in Salisbury.   Earthlight Solar and Energy submitted the application.     Digby Brown with speak with Earthlight to get clarification and E. Harney will write the owners asking to meet with them at the property.    Since the application was delayed because commission does not meet in August, a special meeting could be scheduled to accommodate the owners.

Commission Mailbox:  D. Brown will get a second key from the Post Office. C Mason will let us know when she is away so that arrangement can be made to pick up mail. 

Commission Email:  names of all commission members will be added to email contact.

Agenda:   T Callahan has offered to send out agenda for upcoming meetings.

Members of commission:  T. Callahan has been in touch with Leon McLain.    Leon has had medical problems but responded to need on solar panel application. Keille Venkiteswaran, new owner of the Demarest House and an architect has expressed interest in joining the commission.    Both T.Callahan and D. Brown have spoken with him.   He has to be a voter in the town of Salisbury. 

Carol Mason will speak with Matt Kiefer about incorporating Town Minutes regarding Historic Properties in the website for the HDC.   Also, when we might expect Historic District Maps. 

Communication with Building Inspector:   How can Inspector be alerted that a Building Permit Application involves an Historic property?    Currently an HD is noted on the Assessor’s Card but Inspector does not check that.    T. Callahan suggested Applications be printed in triplicate so that one may be given directly to B. Inspector.  C Mason with speak with Nancy Brusie explaining problem and investigating a solution.

E. Harney suggested having our Annual gathering at the Library to encourage better attendance. This would be more an informational meeting to encourage new membership.   She will contact Noel Sloan.

Salisbury town Hall – Salisbury Historic district Commission – Public Hearing 8:30 am

Present: Digby Brown, Tom Callahan and Elyse Harney.  Also John Tuke and John Bryant from The Hotchkiss School. 

Tom Callahan read the Call for Meeting as published in the Waterbury Republicanon August 25, 2017 for a Public Hearing.

Subject:  An application for a Certificate of Appropriateness filed by the Hotchkiss School for work to be done on The Landon House as proposed:

Insulate, Re-side and trim envelope of the Landon House, 16 Lime rock Rd, Lakevillle.

No members of the public were present.

The commission reviewed the work to be done.   Members had visited the site to review this proposed work and were satisfied the Historic features of the building will be replaced with like kind.

Tom Callahan made the motion to approve and Digby Brown, the second.  All in favor. 

Two copies of the approved application were given to John Bryant. 

The regular meeting of the HDC will be Tuesday Sept. 5th, at 8:30 at the Salisbury Town Hall

Discussed Certificate of Appropriateness for 50 Main St.

Public hearing for Certificate of Appropriateness for 75 Main St. Application was approved. 

A discussion of the upcoming HD Map being prepared by Matt Kiefer.

Review Save the Date mailing for the property owners annual event on July 22nd.

Discussed the Geoff Rosano’s catalogue of architecturally significant structures in Salisbury

Discussion of Pope land acquisition:  Curtis Rand confirmed that sale was close but that the committee to determine use of the land had not been appointed as yet.  The HDC will have representation on this committee. Michael Klemens, Chairman of the P&Z Commission was very positive in encouraging close cooperation with the HDC.  Candy Cuniberti will follow up on this with a letter to Michael.
